Harvey Flam
Harvey Flam, Managing Partner at Flam Financial Services

Harvey Flam began his career in accounting in the 1970’s working for Xerox Corporation, where he helped develop and implement their accounting information systems. After a few years, Harvey started a small tax practice.

While he enjoyed accounting, Harvey’s true passion at the time was sales and marketing. This led him to the hardware and software industry. In 1989, Harvey was named one of the top 10 executives in the microcomputer industry by Computer Reseller News. In the 1990’s Harvey’s accounting background converged with his knowledge of the software industry when he became a part-owner of CharterHouse Software Corporation, which specialized in developing book keeping software.

After a brief retirement, Harvey began a small tax practice focused on delivering unparalleled customer service. Instead of requiring his clients to visit him at his office, Harvey made tax preparation house calls. While the majority of Harvey’s clients now visit him, Harvey still enjoys making several house calls every tax season.

Harvey graduated from Cal State University at Northridge with a Bachelors of Science degree in Accounting. is an Enrolled Agent (EA), enrolled to practice before the Internal Revenue Service, a Certified Tax Resolution Specialist and a Certified QuickBooks ProAdvisor. Harvey also holds licenses in Real Estate and Insurance.

Harvey is a proud resident of Westlake Village, where he has coached several youth sports teams, served as Assistant Scoutmaster of a local Boy Scout Troop, and is currently a member of Elks Lodge 2477.

An Enrolled Agent is a Federally licensed tax preparer that is unrestricted as to which taxpayer they can represent, what types of tax matters they can handle, and which IRS offices they can practice before. Only CPAs and attorneys share the same privilege.

While both EAs and CPAs are required to pass a written examination in order to become licensed, an EAs course of study is focused solely on taxation. CPAs, on the other hand, are tested on auditing and attestation, business environment and concepts, financial accounting and reporting, and regulation.

When it comes to taxation, EAs and CPAs can be equally as effective at preparing tax returns and resolving issues with the IRS.
